Politics makes for the ugliest of bedfellows. The Phoenix Colony is no exception. As the governance of the colony has moved further and further away from the militaryautocracy under the federation command structure to governance by an elected governor, the colony has seen the dark underbelly of something pure and clean like democracy.
In an effort to expand the colony, deals have been made. No deal worse than that as entered into by the Federation and its allies to allow the Caitians a city in exchange for their assistance in toppling another military autocracy in the government of Commodore Surul, the Romulan. The Caitians now serve as the new enemy of the Federation throwing their weight behind a bitter and vehement zealot in Khaman Tol and his cementing his power base by forcing an enemy in the Anticans at Paris.
The Federation built this monster and now must deal with him. The Federation cannot face him head on. Negotiations at Omega Prime have demonstrated that the Pharoah is
without compromise but has immense support back home even without power. He is seen as the savior for a people victimized in Federation politics. The scapegoating of the Anticans only serves as a perfect pillar for the power base of the Pharoah.
Nicole and Vincent were in the Federation Complex late in the evening reviewing a speech given by Khaman Tol in Cairo when it was revealed that even though Tol was speaking many of the observers were gauging their reaction by another person in the crowd. This politician in the crowd is Tabrine Mandu. Mandu had been the one with whom the Caitians had placed their negotiations when it came to arranging to support the Phoenix Colony.
Mandu had been a Federation Ambassador and also had been an outspoken critic of Khaman Tol in the Council of Cait. Mandu had hoped to lose his bitter rival to the Colony but only observed the problem developing on the Phoenix Colony. In the observation of the incident and in particular the responses from the Caitian Supporters in the crowd at the event, Viceroy and Branson decided their next move was to improve the powerbase of Mandu.
Through the assistance of Captain Leo, the Federation began funneling supplies and even provided control over who loses power in the "brown" outs to Tabrine Mandu to help improve loyalties to the moderate and disparage loyalties to the Pharoah. Even Captain Leo, a Caitian felt dirty in the approach. This is not who the Federation is.
The next step was to give Tabrine Mandu a forum. Nicole and Vincent travelled with the Peace Accord Negotiators to Cairo. At the conference, Nicole opened the floor to persons of interest to give an appeal for inclusion in the peace accord. This was designed specifically to give Mandu a forum.
The Caitian Moderate did not disappoint. His speech was incredible, rousing and honorable. He spoke with eloquence and grace about his people, his dreams and of peace with the Anticans. The Pharoah must have been screaming inside but on the outside he remained calm and collected. Tabrine Mandu stole the show, stole the hearts of many Caitians and even drew strong support from the war weary Anticans.
This was his day, this was the rise of Cat-Mandu.
