Description of Activities……………………………………………………………………………………………………

At the request of United Federation of Planets President Christian Moyer and Starfleet Commander in Chief Admiral Gabriel Moyer, I, Admiral Hadrian of Selay, completed the following review of the activities of the regional fleet authority known as the King’s Fleet operating in the Klingon Theatre with the Klingon colony of Reykja Penthe serving as the colonial base of operations.

Fleet operations consist of three stations, Governor’s Station serving as the base of orbital operations for the King’s Fleet, Covenant Station, serving as a refuelling platform for fleet vessels, Starfleet vessels and vessels in the Klingon Empire and the Gowron Array, a communication array used to facilitate communication between the United Federation of Planets and the Klingon Empire. The fleet consists of 7 active vessels including a retrofit NX Class vessel and an Ambassador Class Academy Training Ship known as the USS Plato’s Academy.

Fleet structure includes 3 Admiralty roles though the role of Fleet Commander is currently vacant. The Deputy Commander in Chief Admiral Deveniss of Selay has been making command decisions on behalf of the fleet leadership. The Chief of Staff, Admiral Tan of the Hierarchy serves to manage recruitment, retention, education and training for the fleet staff.

Standard Audit Summary………………………………………………………………………………………………..

The regional fleet authority has returned from a failed colony of Medara and an F rating.

The performance of the King’s Fleet has improved to an overall C Rating.

In order to improve the rating, the fleet should:

Establish clearly defined fleet guidelines
Continue to improve training of new personnel
Restrict immediate appointment of refugees and immigrants to fleet roles
Fill the role of Commander in Chief
Upgrade the Ship Commanders to Captain
Develop an emergency response plan for downed vessels or trapped marine units
Retro-fit the USS Archangel to protect the medical support vessel in these activities.
Conduct another review of Fleet activities in January of 2401
Leadership Commitment……………………………………………………………………………………………
Admiral Deveniss is credited with serving to keep the fleet vessels in working order and in hiding at Reykja Penthe after the failure of the Fleet’s 6th colonial charter in Medara, near the Romulan Border. He is also credited with convincing the nearly 500 persons aboard the Klingon Prison Transport to help him re-staff and reinvigorate the King’s Fleet at Reykja Penthe.

Although Admiral Tan is a noted bureaucrat who has served in command of multiple stations, the King’s Fleet and even briefly Starfleet, the fleet is largely without structure and operates loosely on the basis of rank and on the basis of the whims of the fleet leadership including Admiral Deveniss, Admiral Tan and Governor Bernice Branson.

While functional, this highlights an opportunity for improvement for King’s Fleet Operations by formalizing the fleet charter and associated rules.

Interplanetary Engagement………………………………………………………………………………………..
At the request of Starfleet Intelligence, the King’s Fleet has been primarily assigned to rooting out Klingon resistance to the Empire joining the United Federation of Planets. Rebels under General Batok (sometimes referred to as Baytok) continue to plague visiting Starfleet vessels as well as Klingon diplomatic missions to continue the negotiation to bring Quo’Nos into the United Federation of Planets.

Such engagements cannot be condoned by Starfleet or the United Federation of Planets and often require ground engagement. It is important to report two ship incidents involving the USS Quasar Quest under the command of now Captain Sunny Jo Warren and the USS / CGV Tanmesad under the command of Commander Toronto Trmel resulting in the downing of both vessels as well as more than 100 killed or missing in action members of the King’s Fleet Marine Corps. Under the command of Colonel Trapor of Gorn.

Qualifications, Orientation and Training……………………………………………………………………..
The facility operates an Academy in the capital city of Omega on the surface of the planet. The Academy has high quality instruction including noted interplanetary physicist Dr. N’Ton of Gorn and Caitian Marine Field Specialist Colonel Rommel Tabby.

The concern and opportunity for improvement for the King’s Fleet is the “rushing of students” to quality for active duty fleet operations or in active marine services because of the lack of personnel in the current fleet arrangements. Rushing servicepersons to active duty will result in gaps in the understanding of how to respond to technological difficulties, military operations or general rescue operations.

The fleet leadership is aware of the concern and is taking steps to increase immigration including a recent working arrangement with Tellar Prime.

Staffing and Structure………………………………………………………………………………………………..
Each vessel is equipped with a four person command structure usually based upon a commanding officer, an executive officer who serves as chief tactical officer, a flight commander and either a chief medical officer, a chief of security or a chief science officer dependent on the vessel operation and requirement.

Several vessels are still under the command of a commander in rank and not a captain. The recent promotion of Sunny Jo Warren to Captain helps the ratio but the recommendation for the fleet is to assess and assign the role of captain in all of the vessels.

After the Romulan holo-replacement incident, the fleet banned the use of the Emergency Command Hologram but there would be value in enacting the ECH using the noted leaders of some of the long serving King’s Fleet vessels to help the young and as described above, somewhat undertrained leadership with advice on tactics, operations and military engagement.

Regular Inspection and Monitoring…………………………………………………………………………….
Admiral Deveniss was meticulous in the maintenance of the vessels in the 2 years prior to the prison transport incident. Using the existing electronic assist equipment, the Selayan, a few traders and loyalists from older colonial endeavours surrounding the King’s Fleet were able to maintain the vessels, secure appropriate Di lithium reserves and allow the vessels to be maintained in near peak condition.

Since then two incidents, one involving the Quasar Quest and one involving the Tanmesad have resulted in some structural damage to both vessels. These vessels have also secured appropriate repairs in a reasonable response time with resources provided by both the Klingon Empire and Starfleet.

Emergency Response………………………………………………………………………………………………..
Mission posts and personnel logs expose concerns with emergency response in the King’s Fleet. The down Tanmesad relied on the emergency command holograms to bring the ship back online.

Incidents involving stranded marine units have also been noted involving the fleet marines in colonial activities.

An emergency response plan and an appropriate assigned vessel should be designated. The USS Archangel is the logical choice but the fleet leadership should arm the Daedalus Class vessel appropriately to serve in this role.

Follow Up Activities……………………………………………………………………………………………………
The King’s Fleet needs to establish and understand the reason for struggles in the role of Fleet Commander in Chief. The failure of Admiral Christian Moyer, Admiral Hadrian of Selay, Admiral Vincent Viceroy (explained away as a Romulan Hologram) and the abandonment by Admiral Illyan Coren of Betazed should be evaluated and details put in place to prevent future problems.

Failures of command including the replacement of the commanding officer of the USS Archangel, the removal of Jamie Warren, the incidents involving Sunny Jo Warren and Toronto Trmel should all be evaluated to determine if there are any structural issues involving the fleet command.

Outspoken behavior by Admiral Deveniss of Selay and Admiral Hadrian of Selay should also be reviewed and appropriate protocols put in place to prevent such behavior being considered acceptable in the King’s Fleet structure.

Horseplay like the wedding of Admiral Tan and Ambassador Froggoth TLuv of Tellar Prime should also be evaluated and appropriate rules against such behavior established.

Task Force Activities………………………………………………………………………………………………….
Captain Sunny Jo Warren has the benefit of the Trill resources for Captains John Warren of Earth and S’Nii of Vulcan and has performed her duties as Task Force Commander in an appropriate manner. Captain Warren has also used her role to stand up the Fleet Leadership when their actions were deemed inappropriate.

The only recommended actions is to conduct a review of Fleet Activities on a quarterly basis.
