So let me understand this, the Antican General Jean-Michel Robespierre is seen by two members of the Omega Prime Emergency Services attempt to engage in a lewd act but because he is a member of the legislative assembly and an Antican refugee he cannot be arrested under diplomatic immunity. Perfect, 300 years of history and nothing has changed.
Now, our illustrious Branson has been caught on her knees with another powerful and ranking officer. For a lesbian, she sure ends up there often when there are men of power around; thinking of Admiral Montgomery and now General Robespierre. She is pathetic.

She understands enough about geo-thermal physics to create one of the most prolific building programs in the known colonies. As for Commodore Viceroy, he is the Mayor of Omega Prime. He was ultimately responsible for the timing and construction of Paris and should have seen the rise of General Robespierre. This man is very dangerous. Viceroy, he did not see this. He lets Nicole run things and this is the mess he gets. Viceroy was the King's Fleet Commander In Chief. He should damn well know better.
Just so you understand, we have Romulan ground forces launching missiles into the Romulan Omega Molecule Experiment at Vorta'Rome in an ugly squirmish over who controls the city. We should have marine peacekeepers but the ranking marine is nothing more than a lawyer as the Judge Advocate General. Another brilliant decision by Vice Admiral Branson. She did not want marines because it would create the impression of oppression and she wanted the refugees to feel at home. She opted for a police force under the authority of a commissioner. Maybe a nice police car will stop a Romulan barrage, absolutely niave.
Now, we have pertinent knowledge that the Antican leader has aspirations to control the Phoenix Colony and will do so at the expense of selling out our home to the Borg. Perfect. Welcome General Robespierre, your new master.
