With Patruchio neroQ confirming that the Breen have captured Osama Larle and refusing to confirm the alive or dead status of the former Chancellor, the Federation had no choice but to recognize the Breen loyalist as the High Chancellor of the Klingon Empire. With the association with the Breen occupied Cardassian Union and with the support of the advancing warlord Thot Pran, the Klingon Empire was officially back as a threat to the status of the Federation as the preeminent superpower in the known worlds.
Moves needed to made. The inability of Admiral T'Ros to put act and to put Romulans in harms way as part of the blockade of the advancing Breen made her position as Head of Starfleet Command easy picking for the advancing momentum of Fleet Admiral Monica Montgomery and Admiral Harper Madison. Monica had left the King's with the ultimate goal of gaining back the position she had lost. She had made it all the way back and she wanted the universe to know it. She was willing to act in the advance of the Breen speaking out against the advancing forces of Thot Pran and the warlord approach to advancement. She demanded the return of Minister Gowan Garak of Cardassia and the return of Chancellor Osama Larle of Klingon.
The goal had originally been to install Harper Madison for a second term as President but because of his failures, his move was not seen as a politically correct one and because of his recent association with Monica Montgomery. Sources confirm that the pair are definitely in a sexual relationship.
In a brilliant political move, the pair have installed Alexander Laree as President of the United Federation of Planets. The former head of the Betazoid Alliance is widely respected for the rebuild of the Betazoid status after the horrifying invasion at Medara. His wife, Ambassador Hulanen Laree is the universe's most respected expert on inter-racial sexuality and is considered a building force in unifying the peoples of the universe. She is now the First Lady and perhaps the most influential First Lady in a long time.
The move also puts Admiral Illyan Coren back in charge of the Betazoid Alliance and moves him further away from the senior tactical advisor's office and allows Harper and Monica to control Starfleet. The pair have already begun to assign critical advance roles to the regional fleet commands including the buffer state of the King's Fleet. The plan is to sacrifice the most valuable ships of these fleets to stop the Breen and push down the Klingons and Cardassians to weaken the regional authorities and once again reestablish Starfleet as the central command.
