The Kazon are a known enemy of the Federation and have only recently ventured into the Alpha Quadrant reaching out to Admiral Vincent Viceroy through Ambassador Thecio Recirra. Recirra was chosen by the Kazon because he looks more human than other Kazon and given the relationship between the Kazon and the USS Voyager, a better start is required.
Little did they know that Recirra was much more than they could know. Thecio had weaseled his way into a position of authority in the Kazon Empire and promised to help them expand into the Alpha Quadrant not through war but through diplomacy. Recirra convinced the Kazon that he could reach out to the humans where others had failed.
Thecio Recirra convinced Admiral Viceroy to allow him to serve aboard Station Sisko as an ambassador.
Viceroy knew the stories of the Kazon from the Voyager logs. The Kazon were a subjugated race, used as slave labor by the Trabe, who had conquered their homeworld. It is unknown if the Kazon were divided into sects before they were conquered by the Trabe, but the sects were in existence during their oppression by the Trabe. One of the Trabe's tactics in keeping the Kazon under control was to encourage them to fight amongst themselves.
In doing so the Kazon took the Trabe's ships and technology, forcing them to become a nomadic species, never allowing them to settle on a new world.
In 2372, the leaders of all Kazon sects were invited to a peace conference on the planet Sobras by Captain Janeway along with the Trabe leader Mabus. However, Mabus only consented to attend the conference in the hope of eliminating all Kazon leaders at once. The assassination was unsuccessful, and Kazon relations worsened with both the Trabe and the crew of USS Voyager.
The Kazon are looking for a place to call home and maybe Camelot was an option.
When Recirra asked for an audience with the Fleet Commander in Chief, Viceroy thought this was about immigration. Viceroy was impressed by the fine clothing of the Ambassador. The Kazon often appeared in drab brown clothing and because of their nomadic lifestyle were often dirty. Viceroy commented on the fine clothing.
Thecio looked at Vincent, “Things are often not as they appear, my good Admiral.”
“Huh?”, Vincent was hardly professional.
“It took me years to find a group of aliens that matched the large hair of my people.”, Thecio Recirra explained.
“It took me even longer to ingratiate myself to those people.”, Thecio chuckled.
Vincent looked out the viewer, “Explain yourself Admiral.”
“I know the King’s Fleet has experienced other universes. I know Warren has been to the mirror universe. I know that you have made deals with the Galactic Empire.”, Thecio stood up clasping his hands behind his back.
“How do you know those names?”, Viceroy asked.
“I do my research, Admiral.”, Thecio responded.
“I have been looking for you.”, Thecio stood next to Admiral Viceroy.
Vincent looked puzzled.
“You see, Admiral Viceroy.”, Thecio explained, “The universes are very close to one another. Rifts are not only possible, they are alarmingly common.”
Vincent gasped. Thecio continued, “The Multiverse Rift that brought the Galactic Empire and the Rebel Alliance here was not the first. I am sure that you Edosian Hybrid could show you the physics.”
“What?”, Viceroy was hardly the articulate Admiral who once commanded the 80000 ships in all of Starfleet. He looked like a lost child.
“Several years ago, a station appeared near Earth for a brief time. The station was in a state of flux destined not to stay here in this timeline and along this path. It was destined to travel well into the past in its own universe to serve as a focal point for its history. It was only in this reality for a brief period and those who serve on her knew its destiny. Several of us had no desire to travel a thousand years in the past. We ejected from the station and plummeted to the Earth.”, Thecio looked out the window.
“Why are you telling me this?”, Viceroy looked at Thecio Recirra.
“I am not Kazon, Admiral. My name is Thecio Recirra and I am a Centauri. I am a citizen of a great republic. All that is gone now that I am like your other refugees.”, the Centauri looked at Viceroy.
“Someday you will have to explain all that.”, Viceroy looked at Thecio.
“Someday.”, Thecio smiled.
“Get to the damn point!”, Vincent finally announced.
“Do you know the warlord Pran of the Breen?”, Recirra asked.
“Of course, he and his tribesmen have been most valuable in the war on Cardassia.”, Viceroy responded.
“What if I told you that he is not what he appears to be.”, Thecio looked at the stars.
Vincent just looked at the stars.
“Hasn’t it ever bothered you that he wears a different refrigeration suit than his tribesmen?”, Thecio looked out at the stars.
“I never paid it much attention.”, Vincent looked at Recirra.
“Perhaps you should have.”, Thecio looked at Viceroy.
“Little is known of the Vorlon home-world other than its name, which is also Vorlon. Vorlon territory was restricted to other alien species and every known expedition into Vorlon space failed to return to their respective governments. Much like their First One brethren The Shadows, Vorlon is protected by an array of highly advanced and automated defense systems designed to keep out intruders and primitive spacefaring races. These defense systems remain in place and active even after the Vorlons abandoned their home and left known space; evidence suggests that the systems will not allow outsiders entry to Vorlon until 1,000,000 human years have elapsed.”, Ambassador Recirra explained.
“It is suspected that the Vorlon atmosphere is a highly toxic combination of noxious gases which are harmful to almost all known species. During his time serving as ambassador to Babylon 5, Kosh's quarters were flooded with these gases, but Kosh himself was able to wander the station without additional atmospheric support. This, in addition to the incorporeal nature of their species, has led to speculation that Vorlons do not actually require an atmosphere, and instead utilize it as a deterrent to discourage visitors.”, Recirra continued.
“What?”, Viceroy was blindsided with this information.
“The Vorlon hid amongst the Breen. He has brought his tactical expertise and genius to the tribe and brought them great honour through victory.”, Recirra looked at Viceroy.
“But he sided with the Cardassians during the war!”, Viceroy screamed.
“Because he believes in order and the status quo.”, Caitlin Wu joined the pair in the Observation Room aboard Station Sisko.
Vincent turned to the Section 31 Operative, “You knew?”
“Suspected.”, Wu looked at Recirra.
Wu looked at Recirra, “Took you long enough!”
Thecio looked at the Operative, “I had to find a place to hide.”
“You realize that you can never speak of these events or these races to anyone. It puts the King’s Fleet arrangement with Starfleet and the Federation.”, Agent Wu looked at Recirra.
“You are Kazon like Kaffee is Klingon.”, Wu ordered, “Am I clear?”
Vincent glared at her, “I am in command here.”
Caitlin looked at Viceroy, “Believe what you will.”
The Operative walked out of the room.
Viceroy looked at Recirra and he too walked out.
