The Vulcan Independent Liberty Learning Academy or the Villa was set up as a mecca for Vulcans during the Empire of V'Ros in the hopes of maintaining the ideals of the Vulcan Council. Commander T'tan was a bastien for Vulcan logic and integrity when many Vulcans were sheepishly following V'Ros.
T'tan had behaved so perfectly within the Phoenix Colony Legislative Assembly. Her strong Vulcan approach had been beneficial in the running of meetings and in the approval of the expansion of the Omega Sands Project. She and Commander Teero had been outstanding in the construction of facilities to turn the energy rich Omega Sands into Dilithium and recently, thanks to some exceptional work by Dr. Christina Lodge to Trilithium. She had been integral to colony.
When Governor Tabrine Mandu selected Commander T'Ros, Head of the Romulan Omega Project to handle the Omega Sands distribution, T'tan changed. She was infuriated. Vulcans do not get hurt. They are not emotional. In this case, T'tan was infuriated and even emotional.
There is clear logic to Mandu's selection. The Romulan Warp Drive is based upon mini-black hole physics and not on irradiating Dilithium. The Romulans have no vested interest in the distribution. They will not be biased. They also have no loyalty to any one Federation civilization.
Nicole travelled to the Villa to meet T'tan.
She held the PADD containing the Defiant image. T'tan did not deny the use of the Federation built vessel to spy on the Omega Sands Project and then she did the unthinkable.
"Governor Mandu needs to evaluate his decision to allow the Romulans to control the Omega Sands Distribution or perhaps, just perhaps, no one will get too.", T'tan shoved Nicole outside and slammed the door in her face.
