The Talosians of Osaka wanted to increase the output of their Omega Enriched Dilithium to further Talosian ends in the universe while still meeting commitments to the UFP and PF.
In order to meet this end, the bird-like Talosians began to search the sediment in the Osakan Sea. Much to their surprise, the sedementary sands were also Omega Enriched at the bottom of the sea. The Talosians became a "have" race and began processing the Omega Enriched Dilithium Sands at an exceptional rate.
General John Wayne received grand praise for his efforts and for his ingenuity. The Talosians were ready to take a larger place in the economics of the Phoenix Federation Relationship with the United Federation of Planets.
The incident then occurred, a fire on the offshore platform has spread into the Omega Enriched Soil. The fire now presents a hazard to all city states in the province of Territory Omega.
