In history, the best example is the Congo Conference. In 1885, the superpowers of Europe got together to divide up North Africa literally trading empires including those in the Congo. This conference held in Berlin would shape the wars of North Africa that would continue to the haunt the Earth well into the 2010s.
These treaties to divide unknown territories to appease superpowers are all too common in history. When the Betazoids first came to Earth and to the United Federation of Planets nearly a century ago, there was great fear amongst the Vulcans and the Humans about what to do about a species that could sense feelings, emotional and even thoughts about great distances.
This fear lead to some bad decision making and attempts to trade secrecy for territory. If the Betazoid leaders would agree not to use their abilities on the Humans and Vulcans, they were would be given territory. Appeasement policies rarely work.
Though some dedicated research by Rear Admiral Eugenio Coren and Commodore Alexander Paige, a document has been discovered that states that the Betazoid Confederacy had been given the Typhon Expanse. Alexander could not believe his good fortune. This may finally be the "in" they were looking for.
The Betazoid Confederacy, a loyal member of the United Federation of Planets could lay claim to the Phoenix Colony and finally the Federation would once agan have control over the colony, its precious dilithium and its important gateway to the Beta Quadrant.
Alexander immediately contacted Admiral Alexander Laree and Admiral Illyan Coren, the senior military advisors to Betazed with the news. What will this mean for the colony now that the "brash" Betazoids are involved?
