Nicole and Tanus stood there. Tanus looked at Nicole, "You understand what you are offering?"

"I do,", Nicole looked at Tanus.

"If you do this, people will see as sympathesizing with the rebels. People know what the surviving did to have their voices restored. You are offering the rebels freedom from prosecution in order to stop the murders. You are saing what they did is okay.", Tanus looked at the Governor.

"I know.", Nicole looked at the floor.

"Christopher has agreed to stop any underground operation to add to his restored unit if no one is prosecuted. I cannot have these mouthless crestures parading around at night scaring everyone, knowing that anyone if them could be hellbent on restoring their speech. We will declare an amnesty day and thereafter any act to steal DNA would be punishable by death.", Nicole tried to reassure herself as much as the Mayor.

Tanus looked at Nicole, "We could round them up and kick them off."

"And where would they go?", Nicole asked.

"We don't have to be a home for every misfit.", Tanus snarled.

"Like we were with you.", Nicole observed.

Tanus walked away.

There was no right answer.
