The loss of the tribute payments has led to Ishka producing the charter and providing copies to Daimon-Ress Komol in the hopes of making a play for the colony.
The revelation has caused a serious stir in Klingon politics. The revelation has also caught the interest of interplanetary politics. President Parker Hatherton has indicated that if the document is valid, the Federation would back Ferengi control of the critical Dilithium trade in the region.
