Dr. Velta Varno sat on the corner of Nicole's desk as she read the reports from Admiral Wells. She was very sad to learn that Wells wanted the Romulans off the planet. Her utopia would not be the same without the Romulans. She realized how strained the relationship with Vorta'Rome was. She realized that it was the Romulans who have twice endangered the existence of the planet with their ROME project but only through negotiation and cooperation can the utopia that is the Omega Colony be achieved.
Nicole had lived in the Cardassian Community as a gesture of good will and built a strong relationship with the Cardassians on the planet. She had invited the Romulans to build their Omega Research Facility here even though they have been in virtual blockade of the planet since the colony opened. She was not about to jeopardize the potential link between the two powerful federations, the UFP and the RSE because Wells feared the potential conflict between the Omega Slice armed Romulans and the ZPM charged Atlantican of the Alliance of Guardians.
Like the Omega twin cities of Veltkamp and Prime, the Atlanticans will simply have to continue to demonstrate that attacking them is a poor idea. The lake bed incident, something Nicole will speak to Admiral Gavin Viceroy about having not been informed of the weapons test, will serve as a strong reminder to Commander T'Ros and her Romulan cohorts that Atlantica is to be treated with respect and perhaps even negotiated with and not treated as a threat.
Nicole will speak to Wells about his suggestion. While ideally, having no conflicting ideologies on the planet would be the perfect scenario, the Omega Colony must serve as a beacon within the Omega Fleet protected territory. All are welcome, no matter their race, creed or beliefs ~ This is home.
Nicole would have to carefully speak to Wells. Negotiations have already begun to allow the Hebetian Government of Minister Garak to build a Cardassian city on the Omega Colony. The Cardassians would like to begin their own Omega Energy Research project. If Wells fears the Romulans, he should be overjoyed to learn that Nicole bring another former enemy of the Federation to her colony.
