Belvedere Brown built the city using the technology of Major General Acrylos Teero. He wanted to offer the Anticans a home after the lost of Paris on the Phoenix Colony. Bell however had no idea what would happen when he contacted the Antican Authority.
On September 2, 2391, The Antican Defence League announced that General Gaetan Grace would be given command of the Antican Tactical Headquarters Ephyra Network System. Bell was furious to learn that his rival from Antican B7 would be given the command of the city he built.
Admiral Vincent Viceroy stood with Colonel Brown as General Gaeten Grace walked into the Ephyra Colony Headquarters with a smug look on his face, "Colonel Brown, you will no doubt begin to see me as a new man. I have been changed by the events of Antican B7 as you are by the events of the Phoenix Colony. My brother, the Father Rowland Grace has informed me of your growth as a leader and a man. I hope that we can work well together."
Bell barely looked at Gaetan. Vincent looked at the General, "Why you? Who influenced the Antican Council?"
"I did.", General Hon'Tihl Kabarann looked at Vincent.
"Klingon!!", Vincent shouted at Honey.
"It is about time, you learned your place in the Alpha Quadrant. You and the King's Fleet have been gone for nearly a decade. The Alpha Quadrant is not your playful Beta Quadrant. Here the Earth is a major player but the other members of the United Federation of Planets are the real power. In the Beta Quadrant, the King's Fleet was a major player. Your pathetic five ship fiasco actually weilded some power. Here the Klingon Empire has a 100 vessels, Star Fleet has over 80. Your five ships make you a joke. You walk around here like your are something special. You are not. You are nothing. I am here and with the help of General Grace, I will show you exactly what you are.", Honey mocked.
Gaetan and Honey walked out laughing. Bell looked at Vincent, "I think I believe him."
"What?", Vincent glared at Bell, "How could you?"
"He is being manipulated.", Bell observed.
"I think I need an envoy.", Vincent grinned.
"What?", Bell looked at Vincent.
"We need to find out what the Klingons are up to.", Vincent demanded.
"There is only one person on the colony who has the ability to dig up this type of dirt... Christine T'Nley.", Vincent observed.
"Wonderful.", Bell grinned.
"Wonderful indeed.", Vincent repeated.
