The Romulan ground forces amassing near Lake Vreenak were seen as nothing more than another attempt by the high command to retake Vorta'Rome. The Phoenix Fleet, and even the orbiting ships barely acknowledged the amassing forces, even as their armory increased. The Fleet had decided, and rightly so that the engaging in a Romulan civil war would not be prudent or responsible.
When the Fleet movement began, Commodore Viceroy was teaching a class at the Academy on Command Structure. An ensign burst into a class without knocking, "Commodore Viceroy."
Vincent looked over, "I have a class. We are teaching these future crewman about structure and you burst in here."
"This is critical.", the ensign retorted.
"Outside.", Vincent, ever the teacher repeated.
The ensign slowly knocked.
"Enter.", Commodore Viceroy replied.
"I have a priority message of Commodore Davenport, Mayor of Wells City.", the Ensign reported.
Before Viceroy could finish, the Ensign interrupted, "The Romulans are advancing on Wells City."
The students were sent into a frenzy. Wells City is the Star Fleet Retirement community built by Admiral William Wells and many of their parents and grandparents lived there. Vincent turned, "Please remain calm."
"Where is Vice Admiral Branson?", Vincent asked.
"She left for Wells city to meet with Ranvir Deivan of the Liwei.", the ensign blurted out.
"Inform Captain Leo of the situation and contact the Phoenix Fleet Command. Inform Captain Leo or the Emergency Services at Wells not to engage the Romulans. We will not turn Wells into a war zone unless we have to.", Viceroy explained.
Everyone rushed for the student gathering area to watch ONN. Vincent was busy looking for Christine T'Nley but with no luck. He wanted to control the proliferation of information.
It was too late. The Omega News Network was already showing the blitzkreig of Wells City. Romulan ground forces, hover tanks and shuttles were in the city. As requested, the city surrendered without incident.
The Romulans soon discovered the broadcast and encouraged the ONN representatives to follow them to the city offices.
Commodore June Davenport walked out of the offices. She tried to remain calm. She tried to assure the Romulans that the retirement community was just that, a retirement community and they wanted no hositilities. The Romulan looked her straight in the eye and
