The speech given by Khaman Tol in the courtyard of the Stadium T'Ros in Vorta'Rome only served to foreshadow the wants and needs of the Pharoah. Khaman Tol is a madman recruited by the Phoenix Colony to help the Caitains take the City of Vorta'Rome from the Romulans. The truth is the Federation felt better served in making a deal with the Caitians than having to deal with the political pressure of the Federation havng a force led by anyone one closely resembling the human or Vulcan leadership of the Federation.
The Federation felt they could help the Caitain Council by bringing their problem to the Phoenix Colony, an out of way colony given to the wayward Admiral Hunt and Science and Exploration Expert Admiral Tim Veltkamp. The colony was never meant to be the focal point of the Romulan uprising against the Federation or to be a part of any significant research and yet today many of the major players in the Federation are here working on the Omega Project.
Khaman Tol was seen a radical Caitian, a zealot who believed in an Ancient link between the Cat-like race of the Cait system and the ancient Egyptians of Earth. He is a reknown speaker who is prone to insight riotious and raucus response. He is devotely followed by many Caitians and even humans and his profound belief that he and the humans are linked and that the worship of the Egyptians of cats bares witness to this link. Tol zealot-like devotion to the myth is only amplified that his capital is only miles from Paris, the Phoenix Antican Colony.
Tol has long preached that it is the Antican presence, the ancient biological enemy of the cat that has held the Caitian dominance both of the quadrant and in representation on the Federation Council down. Tol's scapegoat only serves feed his zeal and therefore feed his resolve and the resolve of his followers who worship him as the Pharoah.
Only days after formally controlling Cairo, Khaman Tol and the Caitians began lobbing torpedoes into Paris beginning the minor squirmishes between the Caitian Artrillery Tactical Squad and the "Dogs of War". The Anticans reputation on the colony is set in stone. They were the last line of defence in the occupation by the Romulans. The standout defense became a rallying cry for the inhabitants of the Phoenix Colony, even for Police Emergency Services Captain Robert E. Leo, a Caitian.
As we stand here, in the my offices, the offices of the Governor of Territory Omega with two of these cities bent in civil war. I am both humbled and embarrassed by the behavior of Khaman Tol. I supported Vice Admiral Nicole Branson's approach. I supported her efforts. She was hell bent to restore the authority of Federation Loyalist
Commander T'Ros to the Mayor's chair of Vorta'Rome. The Romulans were not going to dictate any activity on the colony.
Now we have begun to see the by-product. Today, The Anticans have launched a counter offensive. The war has begun and we brought it here. We brought to the colony once more.
I am preparing to address the students at the Prom, at Graduation day for many of them. Many of them will leave this colony, never to return. Many of them will remember only the "prom", they will not remember their trials and tribulations of 3 Omega Incident evacuations, a mini-ice age used to curtail the fires of Omega and even the perils of the occupation or the Phoenix Plague.
For most of us, however and in particularly me and my beloved, Bobbi-Lee Kennedy, this is the home that Admiral Veltkamp dreamed of, long for. This is a special place of unity and understanding.
The Caitian Zealot, this pharoah, this beacon of iconography has brought war to our colony and here I stand looking out at the City of Omega Prime, preparing to make a decision. Preparing to make a decision to defend the city of Paris, the very symbol of the end of the Occupation. The Eiffel Tower 2386 stands at the center of the city, a gift from the Phoenix Fleet and the Phoenix Colony to the Anticans for their reverence and support of the Phoenix Colony.
On this day, in June 2386, I authorize the Phoenix Colony Emergency Services Department under the authority of Captain Robert E. Leo to use lethal force if necessary to end the conflict between Cairo and Egypt.
This will be by my order. Peace will be restored.
