The hatred for James Hatherton is real. The Federation was not pleased with the embarrassing confrontation with Admiral Alexander Laree and the Betazoid Alliance. When this happens, things move very swiftly.
It is important to remember that Starfleet is the military arm of a civilian government. All too often, the military acts as though it has no constraints. They have bosses. Each and every citizen of the Federation has a vote. The Federation demanded the replacement of Admiral Hatherton as head of Starfleet immediately.
Admiral Leopoldo Gral, who ironically commanded the Task Force that moved on Medara, has been named head of Starfleet Command. Leopoldo's acceptance speech was very terse.
The "It is about damn time" speech will be remembered forever. Gral scolded the Federation and Starfleet for ignoring the fact that the Tellarites were among the founding peoples of the United Federation of Planets and have been largely left on the outside looking in. The Tellarite people are noted for their gruff and terse approach. Admiral Gral lived up to his heritage.
Leopoldo promised to bring honor and dignity back to the role after the scandalous affair of Admiral Deveniss and the Romulan Saehir Marrus and now the embarrassment of moving against Admiral Alexander Laree and the Betazoid Alliance under Admiral Hatheron.
Leopoldo immediately demanded that his daughters, Lolli and Libby transfer to Observatory 642 to serve as Federation Observers to monitor the activity of the King's Fleet. He flat out told the girls and the public he was not about to suffer the embarrassment of being associated with Nicole Branson or Vincent Viceroy and King's Fleet. No one would embarrass him.
Nicole tried to convince Libby to stay but she had been promised formal Starfleet rank of Lieutenant, an office and status on the station. She told Nicole that she had a duty to her father and her people. Nicole was furious and swore off Tellarites! She wanted no part of their attitude anymore.
Vincent met with the girls and Admiral Gral at Observatory 642 to discuss the ongoing relationship between Starfleet and the King's Fleet. Gral warned Vincent that actions against Darona would not be tolerated. Vincent looked at the Tellarite Admiral, "We will do whatever is necessary to protect Camelot and its host Medara."
Vincent stood up and walked away from the table leaving the Head of Starfleet sitting there alone. I guess this defines the current relationship....
