Vice Admiral Nicole Branson continued to negotiate the delivery of supplies from Betazoid. Admiral Illyan Coren had grown fond of the colonists and their goals and saw the reconstruction of Tokyo as a symbol of the understanding the Phoenix holds. Coren, a powerful member of the Betazed Council wanted to meet with the colonists and in particular this Hunt who had stood up to the Federation.
Admiral Coren would not meet with Nicole in Omega Prime. He felt that meeting the Phoenix Command in their capital would be seen as showing them support. Illyan proposed Nicole and Vincent that he would require neutral territory, something not seen as part of the Federation.
Nicole proposed the use of Sparta. The living city, basically a space ship in the guise of the city, once existed on the colony but was moved to Haven in the Delta Quadrant in order to spread the Phoenix Resources. The city, containing bizarre and outlandish technology, was built long before the Phoenix Fleet, and perhaps even long before the Federation itself.
Sparta would be seen as totally neutral. Admiral Hunt could order the ship brought to the colony and it could serve as a meeting ground between the Council of Betazed and the Phoenix Fleet.

The site of the amazing stations return to Covington Cove, the very site of the Talosian Tea Party was something that will be remembered for all time.
Admiral Hunt's city will serve as the meeting ground...
