"You wanna do what?", Vincent looked at Nicole.
"I wanna approve a Klingon outpost near Rhodes.", Nicole replied, "This will give the rebuilding Klingon Fleet a reason not to destroy us."
"Or provide them with an invasion launching point.", Vincent muttered.
"Civilian activities fall under your authority but the marines will need right of inspection.", Vincent looked over at Bell.
"Sovereignty is very important to the Klingons. I will not agree to unescorted marine access.", Nicole showed some teeth. She knew this was a big step.
"Sympathizer.", Bell blurted out.
Nicole looked at Bell, "We had greater success in the Beta Quadrant because we provided a place for all races. If we can show that the Reykja is a place where the races can come together to discuss the regional issues, we have a greater chance of surviving as a colony.", Nicole observed.
"Because of our proximity to the Breen Advance, the wej'veQ is already being used as a meeting place by the Federation and even forces loyal to General neroQ.", Admiral Deveniss looked at Vincent.
"But on the ground?", Vincent looked at his old friend.
"I sort of agree with the human shield principal here... Or I guess Klingon shield in this case. If powerful members of the Klingon negotiating teams are on the surface, we are less likely to have a Cheron colony or Medara incident here at Reykja.", Deveniss observed.
"I don't think Klingons value life in the same way as humans do, Selayan.", Vincent showed his bitterness with this decision.
"Perhaps N'Tayla could be named as mayor. I doubt any Klingon General would order an attack on a member of the high house.", Admiral Tan tried to play peacemaker observing an alternative.
"What about an orbital station?", Vincent through it out there.
"We offered but the Klingons wanted the wej'veQ.", Nicole explained.
"No!!", Deveniss bluntly blurted out.
Nicole chuckled, "I agree. This is why this is a workable solution."
Vincent looked at Nicole, "You know where I stand. I vote no."
"Yes for me.", Nicole looked at Tan, Bell and Deveniss.
"All civil decisions fall to the civilian governor.", Deveniss reminded the Joint Chiefs. As Chief of Staff he had to follow protocol, "As this is not a military decision, I support the protocol. I vote yes."
Bell looked at Vincent, "No!", he announced emphatically.
The group looked at the timid Tan. He was terrified at being put on the spot. He looked around the room, "Umm...", he stammered.
"I believe that Camelot can be a place for people to come together and not just the people we like but all people. Only through integration can we have tolerance.", Tan spoke very eloquently, "I vote yes."
"We will start construction immediately. I will inform General neroQ.", Nicole smiled.
"I will reach out to N'Tayla about accepting the leadership position.", Deveniss offered.
Vincent glared at Nicole, "You better be right about this."
