The United Federation of Planets has announced the formation of an interplanetary diplomatic union and an embassy on the colony of Reykja Penthe after Klingon Ground Forces take the refugee city of Reykja Qam'Chee for the second time.
Forces loyal to Chancellor Petruchio neroQ now occupy the city and have begun killing refugees who will not submit to their authority and have been accused of killing Cardassians who had shown loyalty to the Osama Larle - Gowan Garak union.
King's Fleet ground force under the authority of General Belvedere Brown have established a blockade around the city for the second time and hope to hold the advancing Klingon forces within the city proper.
