Captain Robert E. Leo owed a great deal to the city of Omega Prime. He walked into Vincent's office and tossed his Federation Pips on the desk.

"Vincent, Governor Greene has informed me that if I don't withdraw from Star Fleet she is going to removing me from the Police Service. I am not prepared to do that at this time. I love the force and I love the city too much to leave it to someone else.", Robert explained.

Vincent could do or say nothing. He just stood up and saluted, "Thank you, Captain. Your service to the United Federation of Planets, to the Phoenix Federation and to this Colony has been exemplary. Know this, Robert. You have my eternal support. The colony may be grown up enough to run on civilian rule but understand this we are here to back the civilian force. Always."

Robert was not the last. Phillip Lexington, the Caitian War Hero and Fire Chief of Omega Prime walked in and handed in his Star Fleet Pips. Phillip actually broke down. He started to cry, "Vincent, I love Star Fleet. It has been my dream to serve under you but I love these cities. I am a fireman. I put out fires. I am not a soldier."

Phillip turned and slowly walked from the room. Vincent wondered if it could get any worse. He walked over to grab a coffee as Acrylos Teero walked in. The finest engineer in Star Fleet looked at Vincent, "Do you have anything for me?"

"Pardon.", Vincent looked at Commander Teero.

"I have withdrawn my protest to the removal of a Star Fleet Officer from the role of Public Works Engineer. Governor Greene will fill the position with a civilian.", Acrylos, the handsome Bajoran explained.

"Bullsh*t!!", Vincent shouted.

"Does she have any idea how to run the water purification or how to keep the TNT running or the polar engines.", Vincent snapped.

"No.", Acyrlos started to laugh. The men started to laugh together.

Acrylos poured a coffee, "From Earth?"

Vincent chuckled, "Is there any other?"

"I have got it, Mr. Teero. Your new job is to build and operate a coffee farm.", Vincent laughed.

"I would love to.", Acrylos laughed back.

"When can I start?", the Bajoran laughed.

A chime interrupted their conversation. It was the main subspace communicator. Vincent turned around. The image of Governor Greene appeared on the screen, "I believe I have made a grievous mistake, Mr. Teero. The operating theatres at the McCoy Institute just flickered. My pledge is first and foremost as a doctor. Acrylos, please come back.", Skye begged.

Acrylos looked at the clock in the office, "4 hours. Longer than I thought. Skye, I will be right there."

She looked so relieved.

Vincent looked at her, "And what of my other Star Fleet Personnel?"

"Not now, Commodore. Not now.", Skye glared at Vincent. She was still bitter over the election. The subspace messenger shutdown.

Acrylos finished his coffee and headed for the city, "I guess my coffee farm is on hold, Sir."

Vincent snarled, "I gave you an order, Commander."

Acrylos was shocked. Vincent laughed, "Just kidding, get the lights on, Ace."

Vincent finished up his paperwork. The Star Fleet Reports for the Colony looked almost too barren without the Public Works and Police Services Documents included. Vincent was almost embarrassed. Vincent was about to head to the city to meet Bobbi-Lee for supper when the subspace communicator chimed. Not since the occupation had it went off this many times in one day.

Vincent looked down, touching the keys. It was Tabrine Mandu, the Mayor of Cairo.

"Commodore, you better come down here. Governor Greene does not know what to do. We have a huge problem.", Tabrine explained.

"And you better bring help. A lot of help.", Tabrine explained.

Vincent contacted Nicole who was in the city working on refugee assignments, another "civilian" government job they cannot do. Vincent was getting frustrated. The pair met at Cairo.

Skye was out there. She looked haggered in her first week as "Civlian Governor". Tabrine looked at Nicole and Vincent, "You need to see this."



"We have seen three more since including one live one in the River Covington at the inlet from the ocean. Clearly this is not Outpost 294.", Tabrine explained.

Skye looked at Vincent, "What are we gonna do?"

Vincent glared at the Governor, "This is a civilian problem."

He started to walk away. Skye almost whimpered as she spoke, "Commodore, please."

Vincent turned around and stood there. Even he did not know what to do with this one.

This was one whopper of a fish story now.
