After Colonel Brown made the discovery in support of TOEMA (Territory Omega Emergency Management Authority), the Phoenix Defence League could have easily brushed it under the carpet. It would have been very simple to do but the Colonel is a marine and he is bound by a code far exceeding who he is or where he came from.
Colonel Belvedere Brown, the heroic leader of the "Dogs of War" who fought the Borg at Antican B7 and who helped liberate the Phoenix Colony is tried and true Antican so the discovery hurt him more than any he has ever made. The marines had successfully aided TOEMA and Captain Phillip Lexington, award winning fire chief of Omega Prime in gaining control of the Omega Sands Fires. Colonel Brown had been asked by TOEMA to help with the fire forensics. It was during this investigation that the Colonel made his discovery. He did not want to believe it.
Colonel Belvedere "Bell" Brown contacted Governor's Station. Colonel Ferdinand Fidelis, a fellow Antican and Tactical Chief of Governor's Station ran the high altitude scan to confirm the findings of the marines. Fidelis had also fought the Borg at Antican B7 and had served on the colony for over a year. Fidelis is also a hero of the liberation and a great man. The marine did not want to confirm the findings either.
Colonel Brown brought in Dr. Christina Lodge, the Chief Science Officer of the Phoenix Colony. Nicole Branson did not have much love for Dr. Lodge whom had recently separated from her mother Tania but the qualifications of Dr. Lodge are impecable. Nicole and Christina were on the ground when the findings of Colonel Brown were confirmed. Nicole knew that the fire starter had it in him. She just did not believe he would stoop to this level.
Nicole spoke to Vincent about the findings and it was determined that Christine T'Nley should be brought in for the announcement. There has to be no appearance of a cover up. Ms. T'Nley's integrity is without question and furthermore she is dating Cole Porter, the Antican Mayor of Paris. She would give further appearance of no bias.
Vincent, Nicole, Christine, Colonel Brown and Dr. Lodge were on the platform when the image of the Omega Sands Fires finally 100% under control with only fire mop up being completed.
Vincent turned the podium to Colonel Belvedere Brown. The Colonel revealed the source of start of the fire, an older Mark IV Photon Torpedo delivered by hand to the site likely by a production worker.
The photon torpedo was marked with the Vulcan insignia sending the crowd into a frenzy of murmurs as further Vulcan sentiment grows. Colonel Brown raised his hands.
"As part of my investigation, I have made a further discovery. The insignia was added after the fact. The older torpedo was brought to the colony by the Antican Defence League under the authority of myself and Colonel Ferdinand Fidelis. This was confirmed from Governor's Station. When the Antican Defence League was dispersed throughout the colony, many retirees went to Wells City. Several officers in the Antican Defence League took souvenirs, including the discontinued Mark IV's including Wells City Mayor and noted Antican Lawyer Cleveland Powers. With confirmation from Dr. Christina Lodge, the Mark IV used to start the Omega Sands Fire was one of the original Mark IVs and contained DNA references to Cleveland Powers.", Colonel Brown explained.
Christine T'Nley took the podium, "The Omega News Network, acting as the civilian observer confirms the findings and through its own reporting provides the motive. Cleveland Powers was selected as the interim governor by President William Hunt when Dr. Skye Greene was caught in her very own lust for power. Mr. Powers enjoyed his nearly 30 day stay in power and believed he was a shoe-in to be the Governor of the Phoenix Colony but the powerful speech performances of Tabrine Mandu stole that from him. Powers became bent on returning to power. He planted the bomb to blame the Vulcans to call into question the leadership of Governor Mandu. The mandate clearly states that if Mandu could not fulfill his obligations, the previous governor would be placed in authority until a new election could be called. Powers would blame the Vulcans and then attack Mandu and the people, already blindly enraged against the Vulcans over their criticism of management of the Omega Sands would have supported his claim."
The crowd was totally silent. Across the colony, all were totally silent. Wells City Mayor Cleveland Powers had put their lives and livelihood at risk just to get power. It was remarkable how quickly the anti-Vulcan sentiment died around the colony. There were still undertones but not like there were before. The Vulcans were appeased by the incident. It was proof that their disapproval of Commander T'Ros and the Romulans having control of the Dilithium Processing was a logical and well thought out criticism and not a threat to the colony or its security.
