Vincent was in the so-called "War Room.". He had not been in the map room that much lately. The colony biggest threat had been the Omega Fires and that could hardly be classed as a war. He looked up on the map. He saw a small mass of personnel near the Villa. He looked a bit puzzled. Lt. Amy Turin, the Federation attache came walking through the room with a hover trolley and some PADDs.
"Lieutenant, what is this?", the Commodore asked.
"It is a small mass of Romulan Troops, sir.", Amy did not even bat an eye.
"What are the doing?", Vincent looked puzzled.
"They are setting up a base camp near the parameter of the Villa.", Amy continued distributed the PADDs.
"Lieutenant, does Commander T'Ros know about the accumulation of troops?", Vincent felt horribly uninformed.
"I would highly doubt it, sir. She spends her time with Marcus Dinn now.", Amy laughed, thinking about the Romulan and the shop keep were up to.
"Besides, the troops are not her responsibility.", Amy explained.
"What? They are Romulans on the colony. They report to Vorta'Rome.", Vincent was getting tired of Amy not directly answering the questions.
"They are the Ground Troops Division from the RSE Hawk's Heaven, a war bird that was here during the Vulcan Dilithium embargo.", Amy explained.
"What is their mission?", Vincent explained.
Amy handed him a PADD marked "TOP SECRET"
Vincent looked down, "Star Fleet is aware of the plan."
"Yes.", Amy explained, "Star Fleet is aware that the Romulan Star Empire plans to take the Villa from Commander T'tan. The plans have been withheld from Commander T'Ros to prevent her from interfering out of loyalty to the colony and the Phoenix Federation. Star Fleet would like the Omega Sands back under Federation Control or at the very least back under the old Romulan Agreement."
"This is Phoenix Federation soil, Lieutenant. Star Fleet Covert Operations are not permitted under the agreement signed by President William Hunt. This is an act of aggression by the Federation.", Vincent scolded.
"Commodore, you are the Star Fleet representative on the colony.", Amy reminded the Commodore.
"What if the Phoenix Defence League protected the Villa?", Vincent asked.
"The Phoenix Defence League would be considered a part of the Phoenix Federation and would be attacking a Federation approved Covert Operation by the Romulans. It may be considered an act of war.", Amy explained.
"An act of war!!", Vincent screamed.
"The Villa is a school. It is an academy of higher learning. It is not representative of the Vulcan independence at all.", Vincent slammed the PADD on the table.
"Damn Star Fleet Covert Ops and all these deals to keep the Romulans happy. The whole thing stinks!", Vincent paced back and forth.
"Lieutenant, contact Colonel Fidelis on Governor's Station. Ask him to invite the Antican Defence League to the Villa to serve as special security for Commander T'tan.", Vincent ordered.
"Commodore, what are you up to?", Amy asked.
"Reminding Star Fleet that this is Phoenix Federation Territory and the Vulcan Problem here is our own and not for their interference.", Vincent explained.
"It will be unfortunate if the "Dogs of War" engage the Romulans and drive them back to their ship. Very unfortunate.", Vincent explained.
Amy chuckled, "Yes, sir. That would be most unfortunate."
