Earl Grey and Illyan Coren were old briends. Earl is a man to be trusted. When he informed Admiral Vincent Viceroy that Legate Anwar and the Cardassians were attempting to open the network of wormholes not to get to the Beta Quadrant or the Azure Nebula near Romulus but to link to the Bajoran wormhole; a direct path to Bajor and a return to Cardassian glory.
Earl had been held captive by Legate Anwar and interrogated. Earl had been forced to work on the project. Very little is known about his people besides their ability to work in and live in the wormholes. The wormhole alien informed Viceroy that Anwar plans to use his practice victory here at Ephyra and his liberation of the homeworld of Cardassia as a means to attack to Bajor. The Union will be restored.
Thua'ra Varno listened in and then left for Lakaria in Exile. Earl Grey could provide no information on the location of Elim Garak, the leader of the Hebetian Government of Cardassia. Varno and Anwar had brought literally 20,000 Cardassians to the city of Lakaria In Exile, now a suburb of Ephyra City. These people thought that Anwar would lead them to the promised land but instead when things got tough, they were just abandoned. The military left leaving the citizens behind.
Varno looked at his people and told the legend of the Tanmesad, of the rise of Elim Garak from humble tailor aboard Terok Nor to peaceful Hebetian leader of Cardassia and he told him about the dreams of a peaceful Cardassia. Varno could not believe the support. Minister Varno was the Mayor of Lakaria in Exile under Legate Anwar and was supposed to be the people's representative to the military. He was not elected by the people. He was appointed.
Varno looked at the Cardassians and he asked for their support. It was given. Varno is now a player in the world of Ephyra.
Grey offered one other warning...
The temporal wave that allowed for the existence of Dr. Orchid Coren could be altered if Anwar can get the wormhole network to function. If this happens, it is likely that Dr. Orchid Coren will return to her own timeline and will no longer exist in ours.
If this happens, Bajor will be next. Cardassia will be empowered once more.
