The Federation would like to be rid of the Yot Medara and the regional task force. The Federation continues to be tired of the taunting actions of General Hon'Tihl Kabarann. The Federation and Starfleet have no ability to wage an assault on the Task Force so Admiral Haroer Madison has approached the King's Fleet about taking on this bounty; in secret of course.
The Federation cannot be seen as taking any action against the Klingon Empire.
The Klingon Empire and in particular Chancellor Kabarann would like to be rid of Zek Ishka and his intimate knowledge of how the funds were raised to allow Chancellor Kabarann to make a run to be Chancellor. They have placed a bounty of the Ferengi national. It is enough to make it worth while to make an attempt.
The office of the Chancellor cannot be seen in support of any such action and would totally deny any such bounty.
