Nicole invited the Romulans to attend the gala event to announce the charter for the Romulan Observatory at Rhodes, Reykja Penthe. As part of the agreement, the King's Fleet Corps. of Engineering would travel to the Acropolis at Romulus to assist with the Breen virus.
Nicole had hoped that Praetor T'Ros herself would attend but the new Romulan Observatory commander, to be referred to as Mayor, Saehir Marrus attended the event on behalf of the Romulan Star Empire.
The event is critically important to the stability in the region. The appearance of the Romulans and the visiting appearance of Admiral Richard Madison as the Federation Observer meant that steps were being taken to slow the Breen progress in the region.
Nicole wore glasses, not because they were a need in 2394 but because they were designed to make her look more intellectual having brokered the deal between the Romulans and the King's Fleet. She also appeared for the first time in public with Lt. Commander Jaskalla Naar'Haaj since the pair have tried to rekindle their romance since Christmas.
RBC has already commented that the skirt is too high and that Nicole's panties could be observed through the sheer Christmas outfit. The cool thing is that Jaskalla and Nicole appeared in public as a couple for the first time.
