I will not try to navigate the technical reasons for the explosion, but let's look at the political, for that is where the real blame lies.

I give as evidence the following observations:

1.

The Dilithium Management Service is a Phoenix Colony government agency thought by many to be among the most dysfunctional agencies that exist. Some employees (literally) were in bed with the Dilithium representatives of the United Federation of Planets, the Klingon Empire and various Alpha and Beta Quadrant Government including the Talosians, took lavish presents, and even let some companies fill out their own inspection reports.

Question:

Why was an agency with such significant responsibilities allowed to degenerate to this point? This falls under the authority of two persons, the Governor Eugenio Coren and Commander Acrylos Teero, the Chief Engineer.

In 2388, the Phoenix Federation Charter Act was passed by the United Federation of Planets. The goal was to provide for sovereignty-association between the UFP and PF and set up billions of credits in trade and royalty relief, to stimulate the fledgling economies of the Phoenix Federation planets and colonies. The discovery of the Omega Enriched Dilithium Sands created an imbalance in trade between the PF and UPF. At the time, the city state profits were setting records. This lead to Colonel John Wayne hoping to expand his exploration for Omega enriched Dilithium. This lead to the creation of the Offshore project.

Question: Why do the city states have the authority to explore unchecked?

This falls under the authority of the charter colonies issued by Vice President Nicole Branson. These are her problems.

As for the Talosians, lets take a look at their record. They fought a brutal war with the Iconians earning their separation through acts of terrorism and violence. They would do anything to survive and now the entire colony is at risk because of these fires.

Question: Given the Talosians Terrorist history, why did our government not only give these people permission to explore at such dangerous levels and also give them a waiver, so they could avoid giving a detailed report on the effect of their operations on the immediate environment?

Investigators have noted that there were red flags indicating the possibility of an impending blowout 24 hours before the explosion occurred. There were several pressure readings indicating that gas was leaking into the well, a very serious indicator of trouble. And there were other critical decisions, like replacing heavy mud in the pipe with seawater, a move which increased the risk of explosion.

So how cheap are the lives of the men who do the dirty and dangerous work of getting our Dilthium out of the ground?

How much do we care about the living creatures that are destroyed? The health hazards?

To the Vice President and the Governor:

There will always be greedy, careless people in this world, and some of them will gain a good deal of power.

It is your job as our elected officials to protect us citizens and our fragile earth from the likes of them.

In regard to the Fires of Osaka you have failed us, failed us drastically.

Have you learned from this tragedy, or will there be more of the same?
