What causes the documented high level of civilian casualties -- 3,000 - 3,400 civilian deaths -- in the Phoenix Colony occupation of Tokyo?
The explanation is the apparent willingness of Phoenix Fleet military strategists to fire missiles into and drop bombs upon, heavily populated areas of Tokyo.
A legacy of the years of squirmishes with the Romulans and Klingons in the Beta Quadrant during the 2380s is that many military units and facilities are located in urban areas where the Tamarian-backed government had placed them since they could be better protected there from attacks.
Successor Tamarian governments inherited these emplacements. To suggest that the Tamarians used 'human shields' is more revealing of the historical amnesia and racism of those making such claims, than of actual deeds.
Anti-fighter emplacements will naturally be placed close by ministries, garrisons, communications facilities, etc..
A heavy bombing onslaught must necessarily result in substantial numbers of civilian casualties simply by virtue of proximity to 'military targets', a reality exacerbated by the admitted occasional poor targeting, human error, equipment malfunction, and the irresponsible use of out-dated Federation Colony maps. But, the critical element remains the very low value put upon Tamarian civilian lives by military planners and the political elite, as clearly revealed by Rear Admiral Vincent Viceroy's willingness to bomb heavily populated regions.
Current Tamarian civilian lives must and will be sacrificed in order to [possibly] protect future Phoenix Colony lives. Actions speak, and words [can] obscure: the hollowness of pious pronouncements by Viceroy, Lexington and the compliant corporate media about the great care taken to minimize collateral damage is clear for all to see.
Other bombing targets hit are impossible to 'explain' in terms other than the Phoenix Fleet seeking to inflict maximum pain upon Tamarian society and perceived 'enemies': the targeted bombing of the damaged Omega Sands Processing Plant and other power stations, radio stations, the Tamarian transporter exchange, the Tamarian Information office, shuttles and other transports filled with fleeing refugees, and the numerous attacks upon civilian shuttles carrying dilithium.
Indeed, the bombing of civilian infrastructure parallels that of the Tamarian civilian.
This falls on Vincent Viceroy and Caleb Faulkner, on Soliel Viceroy-Todd who paid with her life, and on Belvedere Bell. These people were once content to serve in support of the Phoenix Colony and now they are driving the course of the colony. The war has revealed the darkness of the colony.
The colony used to be a beacon of freedom and now it is seen as the oppressor in the world of Tokyo, of Tamarians and of the Beta Quadrant.
