The Bajorans of Boston have nothing but contempt for the Cardassians. We are 11 years removed from the Dominion War and nearly 20 years removed from the occupation but for most Bajorans, there is no reparation that will be equal to the suffering of their people.
The Cardassians now have a democratic government under Minister Elim Garak. The Cardassians have made peace with Bajor but these are political packages. There are not the emotional package that will take centuries to heal. The wounds are real.
The Cardassians on the colony appear to be benevolent. Terok Beta has a Bajoran Executive Officer in Ro Anora but the Bajorans on the surface see Anora as a sympathizer blinded by her relationship with Thua'ra Varno and there is a horrid mistrust of the Cardassians.
This is now made far worse. The industrial Replicators, taken by Acrylos Teero to Tokyo for the reconstruction are now being used to create a pipeline to literally move Omega Sand from Boston to Omega Prime. The construction has begun under protest.
The Bajorans see this as a move to take processing jobs from Boston to the capital. The observation is partly true as the plant will be downsized in order to allow for the processing portion to be moved to a new facility in teh Capital but the skills jobs will remain. The Bajorans place some of the blame on Bill Clinton claiming the Migrant does not represent the Bajoran workers at all. Clinton is only an employee of the state.
Furthermore, as the Federation worries about a non-existent Vulcan conspiracy to control the Omega Sands, now the Bajorans worry about a conspiracy that the Cardassians are doing this to ruin the city of Boston and to hurt the Bajors once more.
The difficulty in repairing the image of the colony is the damage done by the underhanded politics like that of Erica Lavigne, by outright betrayal like that of Alexander Paige and Eugenio Coren. The colony still has a lot of work to do.
