As most of you are aware, the plan is to have the Server fail ~ the Acrylos Teero giant AI is gonna shutdown. Leanne and I have already laid some of the ground work for this. This will allow Daise Lagga and Samantha to feud.
The plans are to have Lagga continue to bully Samantha for a couple of more posts until she gains the maturity to stand up to her bully. The Romulans will then withdraw Daise Lagga from the colony to continue research elsewhere.
In the end, it is what every bully needs... To have someone stand up to them.
The failure of the Server is gonna become the ammo for our next mission. Erica Lavigne, the Federation Attorney is gonna petition the Vulcan T'Loridel to hear the Federation Challenge to the Phoenix Federation Charter Agreement.
The goal is to demonstrate that the colony is not fit to exist under Phoenix Federation Rule and should be reverted back to Federation control. After two attempts to physically gain control of the Phoenix Colony, the Federation will make another attempt through evaluating the colony's ability to manage itself.
Each writer is encouraged to become involved in the evaluation of the program in the Colony Charter Review.
In an attempt to regain control of the power base of the Phoenix Colony, Erica Lavigne has commissioned the United Federation of Planets to re-evaluate the colony allotment to the Phoenix Federation and to evaluate the existence of Colony Charter 394.
Erica Lavigne will evaluate the colony's demonstration of the necessary procedures, laws and protocols to meet the guidelines for colony existence:
The colony will be evaluated on the following criteria:

Colony Laws and Leadership Commitment to achieve not only the letter of those laws but the intent of those laws. This is the very basics of the colony charter and an opportunity to determine the quality of leadership.
2.
Citizenship, Preparation of inhabitants to live on the colony and training of colony citizens in military applications, civilian applications and training of the young.
3.
Ongoing ability to meet the struggles of colony life:

Engineering Practices
The ability of the colony to meet the growing needs of an expanding population.
3b. Administration
The ability of the colony to meet the administrative requirements of an expanding population
3c. Shelter
The ability of the colony to meet the basic shelter requirements of all citizens in a growing population
4.
Ongoing evaluation of colony performance. Are the checks and balances in place to maintain the freedoms and rights of the citizens of the colony.
5.
Emergency Response: Can the colony provide for its citizens in a catastrophic situation.
6.
Is the colony willing to evaluate its program and existence on an ongoing basis?
