Commander Teero knows Thua'ra Varno well. It was Varno who discovered the Commander as a mere computer specialist on Star Base Gamma One. Teero was a Bajoran and Varno a Cardassian. Teero credits the Cardassian with starting his Star Fleet Career. It was only appropriate that Commander Teero would be an integral part in keeping that career going.
Varno and his concubine, Dr. Ro Anora of Bajor were among the delegation from Bajor who came to the newly named Phoenix Colony with a proposal to allow Bajor to build its own Omega Research facility in Territory Omega.
Nicole did not have much choice. Her first choice, the Hebetian Government of Cardassia did not have the credits and ability to build a city and the Vulcans flat out turned her down over the hot zone between Atlantica and Vorta'Rome including threats from the Atlantica Iconian Gateway Research Group to use a ZPM weapon. The Vulcans wanted no part of the hot zone.
Nicole approved the Bajoran proposal to create the Bajoran Omega System Technological Observatory and Network, or BOSTON, on the coastline near Atlantica.
Commander Teero was more than happy to use the Omega City Development tool used to develop Atlantica in the first display of the awesome power of the ZPM Subspace connection. Commander Teero was able to use the research from the development of Atlantica to create his own Omega city builder.
Thua'ra Varno, himself a scientist by trade having headed the Cardassian Union Platform 1968 before defecting to the federation was most impressed as the city was built and even more impressed with the artistic nature and Bajoran feel. It was incredible.
Dr. Ro Anora also spoke very highly of Commander Teero as she wandered the bridge looking out at the ocean and thought of Bajor. The city of Boston was incredible and she was now her Mayor.
