So let me get this straight... Vincent Viceroy is the democratically elected Governor of Territory Omega and the effective commanding officer of the Phoenix Colony even though Nicole Branson out ranks him and serves in the Fleet command. Further evidence that humans have no understanding of the very rules they create.
Now I have learned that Viceroy is a most reluctant governor only in the role because the citizenry struggled with Nicole's frazzled approach to leadership. Vincent is the strength of character that they want, but Nicole is the effectiveness in day to day management that they need.
The revelation comes when Nicole is asked to process more than 200 Vulcan students in time for classes the very next day. I am reminded of her history with Admiral Montgomery. Montgomery is widely considered a legendary Admiral for his ability to manage a large fleet without incident or inquiry. This is because his primary aide, then Rear Admiral Nicole Branson handled the day to day operations and made sure people had what they needed. She could live her life and Montgomery could have the glory.
Now, Vincent is doing the same thing. He provides the image that the citizens all want. Vincent is the wise looking father figure with the trophy wife that these citizens all want for their commander but Nicole is the functional genius who can cut through red tape and bureaucracy to get things built, to get things done.
I have been an outspoken critic of Vice Admiral Nicole Branson and I still believe she is unfit to lead the colony but I am now not certain if Commodore Viceroy is either. Somehow what the colony really needs is an amalgamation of the pair.
Hopefully, the two of them will be able to see that.
