Monica had been in contact with Illyan about using the wej'veQ as a jumping off point for Federation attacks in Klingon territory. Monica had worked closely with the Betazoid Admiral in her role as the head of Starfleet Command.
Even though Illyan had been instrumental in bring her and Harper down, he had to understand the significance of these negotiations. Starfleet could use a base so close to Klingon territory. Politics makes for strange bedfellows. Even Starfleet is on the road to Montgomery.
Monica had hoped that brokering such a deal would be enough to sway Deveniss into believing that she was sincere. She wanted him to feel safe with her so she could once again crawl into the warm nape of the sleeping Selayan. She always felt safe there. It is odd that despite his lack of appropriate sexual tools she felt a greater closeness and a greater need to be close to him. She had had a sexual relationship with Admiral Harper Madison. It should have been wonderful. Harper loved her but she just never felt as safe as with Deveniss. She had tried to tell him that but all he sees is her upward tendencies and the betrayal necessary to reassume the position at Starfleet Command.
Monica handed the documentation to Admiral Vincent Viceroy and Admiral Deveniss. This was a wonderful achievement in diplomacy. Admiral Montgomery should be very proud. Vincent looked at Deveniss. "She did this for you."
Deveniss looked at Vincent, "I know."
