The Tellarites were brought to Medara and the city of Camelot by Nicole Branson to help bolster the population numbers necessary to make the colony relevant in the region. Nicole wanted to the colony to be important and she could not do so without a lot of people.
Because of her fascination with the Tellarite people and her influence on Tellar culture with the technosurgeries to make many in the population to appear more humanoid, she has always been a part of their recent history.
Problems on the homeworld, particularly out of the Klingon Blockade have led to many protests about the military having way too much influence in civilian politics. Protests which have spilled over here to Camelot and Medara. The Tellarites see the powerful Tellarite Marine Corp as controlling everything. The Tellarite people want the powerful and well known military fighting force but want it to be an instrument of the government and not the government itself.
Lolli Gral has always wanted to take Nicole Branson from Libby Gral. She has on several occasions been openly flirtatious with the new Academy Chancellor. Lolli has even done so in front of her life partner, then Governor Whisper Coren. Libby despised this behavior as much as Whisper but Lolli was persistent.
With the recent troubles on Tellar Prime, Lolli had her opportunity. As First Lady of Medara, she had the ear of the Tellarite people and although she was from the Gral family, her very feminine demeanor made her seem less military. Lolli could plant the seed that Whisper was too close to the military complex of Betazed and could be moving in the same direction of the military controlled government back home. Lolli told her people, "And we know what that meant."
Many Tellarites knew of the hardships and attacks during the Klingon Blockade. They did not want the same horrors to come to Medara. They were now riled up. The protests were now real.
Lolli could then offer Nicole as an alternative as long as Nicole would chose her over Libby. Power and the younger sister or Love and the Academy. Nicole had to make a choice.
The citizens of Medara and its capital, Camelot should be weary of the beautiful Lollipop Gral. Lolli is no sheep. She is a wolf in sheep's clothing. She gets what she wants. She wanted Nicole.
To no ones surprise, while except Whisper Coren, Lolli blasted the Governor with the non-confidence vote and demanded that the Tellarite protesters be heard. Whisper could not have seen this coming. She thought she had appeased Branson with the Academy Chancellor position.
Illyan is going to be furious. Vincent is going to be furious but Branson has the power on the surface once more. She has the support of the large Tellarite voting block and the manipulative bitch is back in the Governor's Mansion.
