Despite superior fire power the Romulans had often avoided confrontation with the Breen. The lizard like creatures who often hid their appearance beneath the cooling suits and who allowed hadwith the Founders in the horrible Cardassian wars had covertly taken several Romulans used the opportunity to torment them horribly before returning them to apread the word to keep the Romulans out of the Cardassian Wars. President Suran was simply too young to remember and Admiral T'Ros did not want to deal with the Breen scenario. Admirals Richard and Harper Madison came to the wej'veQ for the Viceroy update.
The problem is Admiral Viceroy did not have an answer either. The Cardassian Union sti refused to confirm the Breen claim that they had Minister Gowan and worse yet sources close to the warlord Pran indicate that his move towards the Klingon Empire may be supported by the House of neroQ who intend to put a full blooded Klingon in the seat of the Chancellory. Breen vessels have been monitored well into Klingon space now.
All Federation ships, including the King's Fleet have thus far not been given the authority to intervene beyond informing the vessels of the territorial violations. Thus far these actions have been enough to drive them back.
Breen history shows they would rather take Chancellor Larle in a kidnapping rather than engage his forces close to Kronos. Pran would much rather be seen as an advisor to the House of neroQ than as the occupying dictator. He has thus far played his cards very well.
Thot Pran has taken 6 years to solidify his power base and to rid Breen territory of the distaste of subservience to the Founders. He has also cultivated a new foot soldier infantry made up of his own Jem'Hadar.
Sources close to the warlord indicate that he would like stand in Lakaria City and proclaim victory with a Founder at his side. The Breen are a proud people and long to remove the stigma of the Founders from thier history.
Richard chastised Vincent for not knowing more other than the shared speculation but this was the scenario. The prance of Pran had thus far been the careful silence of a native warrior in his moccasins sneaking across America to take lands back from the settlers. Astro-Archeologists often compare the tribes of the Bren to the great native nations that once marked North America of Earth.
The Federation has shockingly supported any King's Fleet actions to protect the governance of Chancellor Larle. The only condition is the Breen have to have acted in aggression; something they have been very careful not to do thus far.
Tensions are very high in the region once more.
