"The Klingon forces often seem disillusioned, particularly fighting in the cold.", Colonel Tanus reported to the briefing, "It is almost as though they do not want to be fighting."
"Many Klingons who immigrated to Reykja Penthe did so to stay out of the Klingon civil wars and to just be away. Many of them lived in Camelot when it was a wooden frontier town. They are not the warriors of the original Klingon High Council.", Caitlin Wu walked into the briefing.
"No one invited the Observatory to participate in the briefing.", Admiral Viceroy looked at Caitlin.
"This is not an observatory concern.", Caitlin looked sternly at Vincent.
Vincent knew that this was a Section 31 concern. He hated her to be connected in such a way. Vincent looked over at Bell, "Is there anything we can do to take advantage of this?"
"You will need to install an alternative to loyalty to General neroQ.", Caitlin did not allow the marine commandant to respond.
Vincent glared at Caitlin. Bell however looked at Agent Wu, "What are you proposing?"
"The best option would be someone they are already loyal to; General Osama Larle would be the perfect option.", Caitlin offered.
"Yes, but no one has seen General Larle since the rise of General neroQ. We believe hm to be deceased.", Admiral Deveniss reported.
"Agents loyal to Section 31 within the Obsidian Order have reported that General Larle and Minister Gowan are alive in the Cardassian Union. They have been imprisoned by the Order for use in extortion of the necessary personnel.", Caitlin released some intel information.
"Why the hell has this information been kept secret?", Admiral Viceroy hated Section 31 and their manipulation to maintain what they consider the status quo.
"Up until now, there was no need for either Starfleet or any of the regional authorities to know.", Agent Wu showed the smugness that the intelligence group.
"Anything else you would like to provide, Admiral Wu?", Vincent mocked. He got a chuckle out of Deveniss and Tan.
Caitlin looked at Vincent, "The Tanmesad is the best option to extract General Larle and provide him as an alternative leader to Colonel N'Talya neroQ. The Galor Class can get close enough to make the extraction. The extraction will be for General Larle only. Even if there is the potential to rescue Minister Gowan, she must be left behind. Her rescue is not essential to our operation right now."
Vincent looked at Caitlin, "Gul Enranet will make that call."
"If you want access to our services, you will follow our guidelines.", Caitlin slammed back.
Vincent looked at Deveniss, "Inform the Tanmesad and provide the Section 31 data."
"Aye, Admiral.", the old Selayan responded.
Vincent looked at Tan, "The same approach could be provided for Thot Pran. We need to get close enough to stop his expanse and then General neroQ and the Cardassians will have to stand on their own. Without the Breen supply lines and Jem'Hadar warriors, these empires will retreat within their own borders."
"And how would you propose that?", Tan looked at his friend.
Caitlin looked at Vincent, "Someone from the inner circle of the warlord should make an attempt on his life. I am not proposing killing the Breen warlord. We just want to scare him into retreating back into the Breen Expanse."
"And who might that be?", Vincent demanded.
"We do not have a potential option at this time.", Agent Wu looked puzzled as if she was surprised by the Viceroy plan.
"One potential option might be Legate Varno.", Tan looked at Vincent.
"He has changed sides so often, he may be interested in being a part of our side once more.", Summer Lau interrupted.
"How would make contact or perhaps even make the offer?", Vincent looked at his leadership group.
"I might be able to help with that.", General Ro Anora stood up in the briefing room.
"Thua'ra once loved me. He may be able to be reasoned with by me.", Anora offered.
"We would need to be able to get Thua'ra raised to be part of the inner circle of the Breen warlord.', Caitlin offered.
"Because he is not Breen, he would have to be seen as a supreme hero of the Breen Expanse.", Caitlin spoke on Breen pyschology and inner circle politics.
"And how might we do that?", Vincent looked at the Section 31 operative.
"The act would have to be severe and noticeable in the whole region.", Tan expanded on the Wu observation.
"In a war scenario, an act of aggression that would be noticeable would have to be extreme.", Summer looked at the group.
"What about the destruction of a station?", Caitlin looked at the group.
"What the hell are you proposing?", Vincent snapped.
"What if we destroy one of the two stations and give Varno the credit?", Caitlin looked at the King's Fleet leadership group.
"Oh my god! No!", Tan protested.
Vincent looked at Caitlin, "The wej'veQ is not an option. If Varno took out a Klingon symbol, he would not be seen as part of the inner circle just a terrorist."
"No!", Tan shouted.
"Governor's Station is a symbol of the King's Fleet heritage and as the Seventh Governor's Station is a homage to Peter Warren, this would be a tragedy to the King's Fleet.", Tan snapped.
Vincent looked at Caitlin and then at Tan, "This is an opportunity to end a war. This could reinstall the Hebetian Republic in Cardassia under Minister Gowan and will establish General neroQ as the Chancellor of the Klingon Empire but remove the resources to be an expansive threat."
Tan looked at Vincent, "You are prepared to alienate me and Captain Warren on the word of an agent of Section 31."
"I am prepared to end a war!", Vincent looked at Tan.
The room was very quiet. These decisions are very difficult. This is why few people will take on these responsibilities.
