The Federation had been backing off the support of the King's Fleet Intelligence Agency and Starfleet had even been discounting some of the very valuable information provided during the Klingon attacks not only on Reykja Penthe but entering into Federation space.
Commander T'Arren Suran had been using this in her preliminary arguments against the allowing a colony charter and a regional fleet agreement to have an Intelligence Agency. T'Arren had hoped to make a major early statement in the hearings into the existence of the KFIA. She brought Admiral Monica Montgomery up to the stand to ask the Starfleet senior commander to blow the original case out of the water early.
In a blunt statement, T'Arren asked Admiral Montgomery if she supported the regional fleet being given the opportunity to establish an intelligence division. Monica simply answered, "In principle, yes."
The room erupted. This was supposed to be the first salvo in the end of the KFIA. The very fact that the Romulans had been able to secure Admiral Montgomery to address the hearings was considered an early victory.
T'Arren immediately called for a recess. She was furious that she had been embarrassed by the Federation and by Starfleet. The Romulan mayor was seen yelling at her counterparts in the Tal Shiar trying to figure what happened. T'Arren knew that Saehir Marrus had already been removed from her position at Rhodes for failing to stop the creation of the KFIA.
Monica Montgomery and Harper Madison had formed a power couple in the Federation. They were famous for how they had handled things in her return to power in Starfleet as the Commander in Chief. Monica and Harper had also enjoyed a sexual relationship. For Monica, this was a return to a traditional sexual relationship after a long courtship with Admiral Deveniss in the King's Fleet. In that relationship, the sexuality was about two things; the dangerous insertion of a clawed finger which combined fear and sexuality in a way that Harper would never be able to recapture and two, the most amazing tongue in all of known universe. Harper would often try to duplicate the feat without success. Monica wanted that feeling again. This motivation would be discovered by the Tal Shiar.
T'Arren wanted the opportunity to speak in rebuttal to the original testimony. The Vulcan T'tan agreed to let T'Arren speak in rebuttal. T'Arren looked at Nicole as she began to describe the career of the King's Fleet representative. T'Arren flat out accused Nicole of manufacturing the situation with Admiral Bruce Montgomery in order to gain rank early in her career. Those persons who were loyal to Branson were furious that the Romulan was using a sexual abuse scenario in this manner. Those who were already and always questioning Branson saw the situation in a different light. T'Arren then described Branson as a master manipulator who was able to use her wares to influence Admiral Tim Veltkamp, President William Hunt and over and over again Admiral Vincent Viceroy.
T'Arren then blasted her rebuttal statement, "This situation is no different. Nicole Branson will do anything for her position to be secured including the continued existence of the King's Fleet Intelligence Agency. Anything."
T'Arren then produced her evidence.
The crowd was stunned to see Nicole Branson under the dress of Admiral Monica Montgomery. Harper was furious and stormed from the room. Jaskalla was furious and stormed from the room. Nicole was in shock, "How did you get that?"
T'Arren Suran, Mayor of Rhodes of Romulus on the colony of Reykja Penthe and the Tal Shiar, the Romulan Intelligence Agency had showed the King's Fleet, Governor and Representative Nicole Branson and Admiral Vincent Viceroy how a high level intelligence functions. The King's Fleet has a lot to learn.
The hearings have begun and the first salvos have been fired. Already, the collateral damage is very real.
