The damage to the Quest was very bad. The Romulan D'Virex Class warship had engaged the Quest in neutral space as she withdrew from a Starfleet supported bombing run in Klingon territory. The use of neutral territory as a withdrawal zone had been a common withdrawal point for Starfleet vessels.
Starfleet has refused a response claiming that it had supported the initial bombing run claiming that the King's Fleet had acted as the aggressor in support of Cardassian operations in the Klingon zone in support of exiled Chancellor Osama Larle. Admiral Viceroy has openly criticized the statement from President Alexander Laree and Admiral Illyan Coren.
The Romulan Star Empire has already stated that their actions were as a peacekeeper in the region and chastised the actions of Captain John Warren as reckless and dangerous. Admiral D'Vreenak Suran has promised swift and decisive action if any further actions are taken against any Klingon ground targets specifically naming known ground force launching points.
General Belvedere Brown has openly accused the Romulans of assisting in the ground war on the planetoids Reykja Penthe. Praetor T'Ros has denied such an act but did openly proclaim that the Romulan Star Empire recognizes the Beta Penthe Star System as part of the Klingon Empire and accused the colonists of being squatters. Praetor T'Ros also criticized President Laree of supporting the occupation by the King's Fleet. T'Ros went so far as to call the King's Fleet a terrorist organization armed by the Federation to erode the Klingon Empire.
This political posturing is common for the region. The only credible threat has come from Admiral Suran who has cited Platform 2395 as a symbol of the Cardassian occupation of known Klingon Territories and a violation of all Federation agreements and has threatened to destroy the station. It has put everyone on edge.
The revelation of the Romulans as a real player with Admiral Suran in charge of the regional task force has everyone on edge and seeing the flagship limp back into port is not helping.
