Antican B7 has a very special place in Phoenix Federation history. It was here that the Anticans made their stand against the Borg. The exploits of the Antican Defence League and its leadership, Colonel Ferdinand Fidelas "Fido" and Colonel Belvedere Brown "Bell" are known through the universe. The Dogs of War stood up to the Borg before finally being driven out.
The colony fell to the Borg and from here the Borg were able to attack points in Romulan Space. The vacinity of the Antican Colony to Romulus has always made it a prize worthy of holding onto. Even the Borg knew this. With the technology retrieved by Admiral Kathryn Janeway, the colony was freed from its Borg occupation. This should have been a time of celebration; a time for the Anticans to return home but the colony has remained a stickler in Romulan - Federation negotiations as its location puts it on the fringes of Romulan Space, barely within the Neutral Zone. The Romulans have always wanted control of Antican B7.
The Romulans have been in a constant state of negotiations with the Phoenix Federation maintaining a strong relationship with President William Hunt and even siding with the Federation in the Phoenix Liberation Wars. The Romulans have also maintained a strong relationship on the colony and currently serve as the distribution control for the Dilithium within the Omega Sands. Control over the Dilithium in the Beta Quadrant is a major coup.
The President of the Antican Legion owes his election to the Antican underworld, and in truth to Cleveland Powers and his powerful mafia. Cleveland Powers now had something to offer the Romulans when he met with the President. President Petral Semans was prepared to offer Antican B7 to the Romulans in exchange, the Vulcans would receive control of the Dilithium distribution and the Antican would be absolved of all charges.
Christine got the call from Cole Porter. The Mayor of Paris and center of Antican culture informed Christine of the deal between Semans and Powers. He even provided the evidence.
Christine took the picture to meet with Vincent.
"So its over.", Vincent looked at Christine holding the PADD.
"A deal has been struck.", Christine explained.
"So he gets away with it.", Vincent scolded.
"Think of it this way, this is really the ultimate goal of appeasing the Vulcans. Commander T'tan is definitely loyal to us.", Christine tried to smooth it over.
"Two fire fighters and four industrial workers died. What do we tell their families.", Vincent reminded Christine.
"Tell them, the safety and sanctity of the Romulan Star Empire is secured in the deaths. They did not die in vein.", Commander T'Ros walked into the room.
"Or do I tell them that the Romulans value a land deal over justice.", Vincent scolded the Romulan as well.
"The Romulans are better served in control of Romulan B7.", T'Ros responded.
"Antican B7.", Vincent corrected.
"For now.", T'Ros responded.
"Commodore Viceroy.", Cleveland Powers walked in smiling. The Dogfather was safe and more sanctimonious than ever.
"When will a formal announcement be made.", Vincent asked.
"The Romulan Proconsul is signing an agreement with President Semans now.", Christine explained.
"The agreement will be formally announced late tonight or tomorrow.", Christine continued.
"Mayor Cole Porter will also announce landed immigrant status for any Antican displaced by the formation of Romulan B7.", Christine announced.
Vincent looked at Powers, T'Ros and T'tan talking and even joking. He was disgusted. Powers had secured his position.
He truly was "Untouchable."
