Admiral Richard Madison reached out to Admiral Vincent Viceroy asking former the small fleet assistance in managing some of the thorns in the side of the Federation.
The Federation would like to move forward with the Romulan negotiations but the attention of the Starfleet leadership is always being directed away from the goal with thses thorns.
Vincent was at first reluctant but he was persuaded by Salem Todd to take on the mission. Reconciling with Starfleet and the Federation is good for business.
