Vincent and Robert were clearly seen shouting at one another. Vincent was furious that the Police Captain was out here in the tent city behind Outpost 294 being built by the Caitains. The city is clearly the future base of operations for their invasion of Vorta'Rome. Vincent ordered Robert to return to Omega Prime. Robert however had fought a war with the Romulans as a member of the Omega Prime Emergency Services leading to his increase in rank. This was a chance for the Romulans to experience what he experienced, there will be "Cats" in their city.
Vincent reminded Robert what he was risking. Robert told Vincent that he believed in the honor of the Phoenix Colony and this is why he was doing this. The Romulans will recognize the authority of Commander T'Ros. Vincent told Robert that if he lead the Caitian forces into Vorta'Rome, he would forfeit his reign as Chief of Police for Omega Prime. Robert was deeply hurt. He loved the city. He had defended it with his very soul during the Romulan Occupation. He screamed at Vincent that he was wrong. This was not about Omega Prime, this was about Vorta'Rome.
Robert grabbed Vincent by the arm, "We have been assured by Commander T'Ros and Dr. Ro Anora of Boston that if the Caitains restore Commander T'Ros and drive the occupying Commodore Surul from the city, the Caitians will be awarded a city. Where there are tents, they were be buildings. The Caitains will have come to the colony. This is to your benefit, Commodore. Why can't you see that?"
Vincent screamed, "I will not condone war. I cannot condone it."
Robert yelled with a vigor of his people, "Nor can I, Vincent and that is why I am doing what I am doing. If Surul is here, the Romulans are a threat. Commander T'Ros is one of us..."
Vincent stormed away. He knew the Caitain was right. Commander T'Ros is one of us.
