Vincent knew that Christine was right. The Colony needed to know where the city states stood. This was made abundantally clear when the USS Independence, an ironically named constitution class vessel contacted the colony with a request to dock at the lily pads to pick up the Tokyo Drives currently being produced at Tokyo by the Talosians for the federation.
Vincent knew the ship was testing the waters. He knew this was the time to find out where everyone stood. He called a meeting in the Federation Complex for all the member city states. The dignitaries slowly arrived and sat around the table.
Commander T'Ros stood up first, "The Romulan High Council has no problems with standing against the Federation."
"No one thought you would.", Christine muttered under her breath prompting a glare from the Romulan. T'Ros and Christine do not see eye to eye on many things.
Commander T'tan looked at her Romulan counterpart, "I find it hard to say but I am in agreement with the Romulans. The Vulcan High Command sees value in having students attend the regional campus here on the Omega Planet. We are not supportive of any action against the federation and believe in its founding ideals, but logically we support the colony in whatever efforts it is making."
"Thank you.", Vincent responded.
Tabrine Mandu spoke for the Caitians and for Cairo, "We have never known such a feeling of welcome and understanding as we have felt here. Phoenix Forever."
"Here... Here...", went around the table.
Dr. Rochester Powers stood up to speak for the Anticans and for Paris, "I have sympathy for my Vulcan colleague."
Dr. Powers smiled and opened his hand to T'tan, "I find it hard to be in agreement with my Caitian friend here, but I too have never felt such an understanding. We were left homeless by the Borg. We were left without anything and now we have a beautiful city and a tower dedicated to the Phoenix Peace. We too are Phoenix forever."
There was no one to speak for the city of Boston but Dr. Ro Anora, now stationed on Deep Space 84 in the Delta Quadrant informed the Bajoran Republic of her intentions to support the Phoenix and received no order to stand down.
The last and perhaps most critical one was the Talosians. With the Independence now hovering above the lily pads, the Talosians would either bring the Tokyo Drives or stand with the Phoenix.
Everyone went to the windows. There was a collective grown when the Talosians showed up with a large tug hauling huge crates containing the Tokyo Drives, the powerful assistance drives that will improve warp travel.
The Talosians had caved. They were going to deliver the drives to the Federation. The image of Talosian Rebel Leader Lincoln Jefferson, the so-called "Freebird" because of his amazing rebellion against the far superior Talosians could be seen walking to the front of the ship.
Lincoln engaged his communicator on all subspace frequencies.

Lincoln scuttled the drive. Oh my god!! He sent them to the bottom of the ocean.
The Independence roared its engines and escaped orbit. This was another blow in the relationship between the Federation and the Phoenix Fleet.
The tug came ashore as the members of the legislative assembly met the Talosian Bird on the shore. He looked at Commodore Viceroy, "Phoenix Forever!"
Vincent smiled, "Yes, Mr. Jefferson. Phoenix Forever."
