The rumors about a Vulcan conspiracy to take control of the Phoenix Colony are swirling through the top end of the Alpha Quadrant and the tensions between an independent Vulcan Republic and United Federation of Planets continue to boil. This conspiracy has moved forward with a Writ of Governance filed in the Phoenix Federation Courts at Omega Prime.

The rights of the Phoenix Federation to govern its territory is based upon the governance of such territories be democratic and with the benefits of the people kept free and honorable. The Vulcan conspiracy has forced the United Federation of Planets to file the Writ of Governor and propose that governance of the Colony be given to Vice Admiral Eugenio Coren.

In accordance with the colony charter, Judge Advocate General T'tan of Vulcan has agreed to hear the case. The problem for the UFP is that Eugenio Coren is a known betrayer of the colony but as the ranking Federation Officer, he was the only person on the colony who could file the Writ.

T'tan agreed to hear the case within the Villa, the Vulcan regional academy. T'Loridel was given the opportunity to speak on behalf of the colony and Eugenio Coren was permitted to debate the facts.

The truth is there is no conspiracy and the more Eugenio spoke, the more he looked like a lunatic. Eugenio lost his temper and called for a vote of non-confidence for Governor Phillip Lexington suggesting that the Caitian could no longer protect the colony from the Vulcan Conspiracy.

Eugenio shouted that Phillip could never uphold the laws and colony charter against the Vulcan Conspiracy. Commander T'Loridel stopped in her tracks, "I agree."

The room stood silent. T'Loridel looked at T'tan, "Vice Admiral Eugenio Coren is correct. Phillip Lexington is a hero who won a popularity contest but now the colony faces its greatest legal challenge; a legal attempt by the United Federation of Planets to assume command of the beloved Phoenix Colony. This legal challenge should be faced by a great legal mind; the greatest legal mind. One respected enough by Captain Lexington himself to be selected to protect the laws of the colony."

T'tan looked at T'Loridel. She knew exactly what she meant. The whole room knew. The Federation may have played a card that everyone never imagined. They have furthered the Vulcan Conspiracy.

T'tan looked at Eugenio, "In light of this new testimony from Commander T'Loridel, I accept the Writ of Governance as fact and agree that Phillip Lexington is no longer able to represent the laws of the Phoenix Colony and the Charter of the Phoenix Federation, therefore the laws revert to their rightful protector. The legal protector is the highest ranking legal officer on the colony, the Judge Advocate General."

"All hail, Governor T'tan.", T'Loridel raised her glass.

The Vulcans now control the colony; that much is for certain. Was it a conspiracy? Was it a plan? Do the Vulcans really have the best interest of the colonists at heart?

Now we will know for sure.
