Carson has been an advocate of getting his CANDI more training. The avatar is 100% infallable in her ability to absorb knowledge. She however has an arrogance about that that has made getting her training off the Tanmesad very difficult.
CANDI is already among the very best pilots in the fleet and has flown a Galor, a Hudek and Cardassian fighters. She is becoming one of the best engineers in the fleet and has been instrumental in keeping the aging Tanmesad in flight on many occasions.
Now, Carson, as her father has been begging Omega Fleet and King's Fleet command to get her another assignment. He wants her to be permitted to practice medicine. As has been said, her knowledge would be impeccable.
CANDI comes with some baggage. She was literally ousted from the Tanmesad bridge for her arrogance about her abilities.
Vanessa and her new baby... A baby carried by Commodore T'Zohl require ongoing medical care to monitor the health of the child and the Providence has had trouble getting a doctor... Partly because of Vanessa's hybrid structure and because of Commander Celot. There simply is an ongoing mistrust of the Breen.
Vanessa listened to Carson's plea and then accepted CANDI as her new Doctor. I hope this is not a big mistake.
Nicole was so impressed by the work that Carson had done in serving as an agent for his avatar that she asked the engineer to spend some time on the Plato. Carson was once expelled from Star Fleet Academy for his inability to perform well on tests. He was simply not a good student but he can put together and take apart anything.
Nicole wanted Carson to evaluate the new crop of students. Their performance has been "under par". There is not a Captain S'Nii, a Samantha Hunt or Jenerica Bell amongst them. The Chancellor wanted to make sure she was not missing something.
Perhaps Tempest Bell would never make a CO. Nicole also wanted Chloe Lavigne to be successful. Chloe is President Lavigne-Hunt's little sister. Chloe had thus far not distanced herself from the crew in terms of performance.
Nicole needed Chloe to be a success. It was also important for her career.
