Processing a million Tamarians has proven to be more difficult than we all imagined. The result as created an unprecedented shanty town in Wells City. This is something that the Phoenix Federation had sought to avoid. This was supposed to be a place where things like this did occur.

The ugly suburb of Wells City has become known as "Houston"; given the name by the citizens of the city who have survived its retirement origins, its shutdown and even its rebirth.

Wells City is a special place. This is the former retirement home, built in homage to Admiral William Wells, the head of the Star Fleet Corps. of Engineers is a place where it is still commonplace to see Federation Uniforms. Many of the inhabitants have had established and incredible careers in the Federation. This is something to be proud of.

The Phoenix Federation does not discount the greatness of the Federation. In fact, the later is true, it points out that what is occurring now is NOT of the Federation.

Amy Turin actually hated going out to Well City now. The shanty disgusted her. She also was never impressed with Cleveland Powers, the mayor who did not seem to share the glorious ideals of Vice Admiral Nicole Branson or of Admiral Tim Veltkamp. Powers wanted the city to use to conduct business. He could care less about the citizenry.

Amy often wore her red command uniform. She thought it brought her respect, even though her rank was small. She was walking in the main part of the city with many, many PADDS; each honoring a new member of the Phoenix Colony. She got to the entrance of "Houston" and she began setting up tables and calling out refugee numbers and literally giving away houses and jobs.

Amy was sitting there when the incident occurred. For many of us, we remember the horrors of terrorism wars. Most of us who have studied Earth history know the horror of the Afghan Occupation of 2009. When the person in the red uniform came walking up with PADDs. Amy never thought a thing about it.

The uniform never triggered any defence mechanisms. It should have.

The red headed, red uniformed officer looked down at Amy Turin and smiled, "Take a message to Admiral Hunt. The Federation will stop at nothing to end this colony and this pathetic Phoenix Federation."

Amy looked up as the entire courtyard laid in waste after the concussive explosion ripped apart the shanty known as Houston laying to rest nearly 2100 people and starting a fire that still rages today.

Amy Turin awoke in the Dr. Leonard McCoy Research Hospital. She had been badly burned and the colony had been badly burned too.
